The Municipal Council of Chisinau will solicit the Government to use a restructuring mechanism for the historical debts of the educational institution from Chisinau municipality due to the National House of Social Insurances (NHSI) and annulment of fines to the Budget of state Social Insurances. Debts of the schools for NHSI reach circa MDL 19 mln and the sum of fines are of circa MDL 6.23 mln. The head of the Commission on Education, social assistance and protection of health, Vasile Parasca, told Info-Prim Neo that the accumulation of these debts is a problem having its origin in the ‘96–98 years, when, because of the hard financial situation, the salaries of the staff from the budgetary sphere, in the present case, of the teaching staff were paid without the respective transfers to the Social Fund. Thus, the municipality will solicit the Government to elaborate a law identical to that of 2004 “on debts of public medical-sanitary institutions to the Budget of state social insurances”. On the basis of this law, the debts of these institutions were restructured for a 5 year period. The Municipal Council is to approve the paying from the municipal budget for the current year of a part of the historical debt of about MDL 6 mln. The rest of the money will be provided annually at the elaboration of the Municipal budget in the 2007-2009 period and transferred to the National House of Social Insurances till 2009.
