The interim Mayor of Chisinau municipality, Vasile Ursu will terminate the employment contract of the pretor of Centru district, Edward Iaroszewski, after he will return from his sick leave. This recommendation was voted on Thursday, June 6, by the Chisinau Municipal Council (CMC) with majority of votes. In order to dismiss the pretor, 36 of those 41 councilors present at the meeting, including the communist councilors, who have voted for the appointment of their faction colleague Iaroszewski about two months ago. The dismissal of Centru district pretor was proposed by Vasile Ursu, who considered as unsatisfying the activity of pretors, after the pretors and deputy-mayors presented activity reports. Ursu was unpleased most with all of the situation of Centru district, which is according to the interim Mayor is the “dirtiest district”, since his appointment, Iaroszewski was always having conflicts with the economic agents and he was not able to strengthen the personnel of the pretur, with which he was also having tensioned relationships. According to Ursu, the pretors violate the provisions of the legislation in force, changing the destination of apartments into other type of spaces, inclusively commercial. The head of the Mayoralty said about the increasing number of petitions coming from the population about the bad condition of green spaces, the disastrous situation in the districts etc. In this context, Ursu reiterated the idea of opening soon a pay desk within the Mayoralty of Chisinau Municipality in order to exclude the contact of the citizens with the civil servants of preturs and to facilitate the access of the population to the local authorities. He mentioned that on June 5 he remitted an order that interdicts to construct in Chisinau municipality annexes to the apartment blocks, justifying that they are constructed with different violations of the norms in force. The order of the interim Mayor will come into force once it will be examined and voted by the Chisinau Municipal Council. Taking into consideration all these facts, the municipal councilors with the majority of votes pleaded in favor of applying penalizations, according to the Labor Code, to the pretor of Buiucani district, Valeriu Nimerenco and to the pretor of Botanica district, Vladimir Guritenco. At the same time, the councilors took note of the dismissal application of the Rascani’s pretor, Elena Beleacov. The councilor of “Moldova Noastra” Alliance, Pavel Caba, tackled in this context the necessity of amending the legislative framework in order to give some decisional competences to pretors who have at present only responsibilities. “If we really want our city to develop, a thorough analysis of the problems the pretors are dealing with is necessary, especially when it comes to the investment needs of the district”, Caba said. The councilors supported the initiative of the councilor Igor Crapivca who asked that until October 1, the pretors must present social-economic development plans of preturs for 2007. These plans will be presented at a special meeting of the Municipal Council and will be joined by a single action plan of the Mayoralty.
