Municipal budget for 2020 approved in two readings

The revenues of the 2020 municipal budget of Chisinau will exceed 4.3 billion lei, an increase of 11% on 2019. The expenditure was planned at 4.6 billion lei and is by 9.4% higher than his year. The draft budget adopted by the municipal councilors after giving it two readings on December 26 provides for a deficit of almost 300 million lei, IPN reports.

Acting head of the General Finance Division Olesea Pshenitski said the rise in local taxes will bring revenues of 32 million lei into the municipal budget. Of all the revenues, 57% will be transfers, 29% – deductions, 11% – own revenues and 3% - collected revenues.

Almost 53% of the 2020 budget expenditure  is intended for education, 14.3% for services, including transport, nearly 10% for public amenities, 9.2% for social protection, 4.4% for culture, youth, sport and recreation, 3.4% for capital repair and investments, 3.3% for state general services, 1.6% for healthcare and 0.4% for national defense.

The special purpose transfer to the state budget will be 14 million lei. The rehabilitation of streets will cost the municipal budget 131 million lei, while the energy efficiency projects – 89 million lei. A sum of 64 million lei is intended for the suburban settlements. 10 million lei will go to liquidate the unauthorized waste dumps and to set up separate waste platforms. Over 56 million lei will be allocated to kindergartens and lyceums and 65 million lei to hospitals.

The budget deficit of almost 300 million lei is to be covered with proceeds from the sale of apartments, foreign loans for projects financed with external funds, internal loans and funds accumulated into the municipal budget on January 1, 2020.
