MPs want a "law on banning offshore"

MPs propose to pass a "law on banning offshore". The provisions establish restrictions for participation in privatization procedures, public-private partnerships, public procurement and concessions of works and services for legal entities founded by subjects from jurisdictions that do not meet international transparency standards. Restrictions also apply to legal entities which include, directly or indirectly, persons registered or residing in such jurisdictions. The draft was reviewed by the Committee for Economy, Budget and Finance, IPN reports.

"The law on banning offshore aims to adjust the national legislative framework in order to ensure the efficient and comprehensive implementation of the commitments undertaken by the Republic of Moldova in the field of preventing the money laundering and ensuring the transparency of funds", mentions the informative note of the draft law.

In this regard, the Parliament will amend the Law on the administration and denationalisation of public property, the Law on public-private partnership, the Law on public procurement, the Law on works and service concessions. At the same time the Government will approve the methodology for identifying the jurisdictions that do not implement international transparency standards, as well as their list.

The draft will be discussed at the plenary session of the Parliament.
