MPs split over execution of 2006 budget

The Government presented to the Parliament the report on the execution of the budget for 2006, on Friday, July 13. This issue, together with the report of the Court of Accounts was examined during two hours by the Parliament, and the MPs from different factions presented totally different opinions about the document. According to the report, the incomes of the state budget amounted to MDL 11.1 bln, by 23% more than last year, and the expenses constituted MDL 11.02 bln, by 29% more. The Budgetary allotments for the financing of capital investments amounted to about MDL 995 mln. The state debt administrated by the Government at the end of 2006 stood at about MDL 13 mln. According to the Government, the macroeconomic achievements of Moldova during the last several years were characterised by an economic growth, which had a considerable impact on the economic stability, poverty reduction and improvement of living standards of the population. In 2006, the development of the national economy was negatively influenced by several external factors, as the unfavourable weather conditions, ban on the export of several products to the Russian Federation etc. MP of “Moldova Noastra” Alliance Ion Gutu criticised the way the budget was administrated in 2006, referring especially to the huge expenses for several activities such as the travels of PM Vasile Tarlev abroad, as well as projects administrated by the leadership of the country, as the reconstruction of the Memorial, Valea Morilor Lake etc. According to him, penal proceedings should be initiated on each project of this type. Christian-democrat MP Stefan Secareanu said that the present government is not capable of creating and administrating public budgets. On the other hand, the Government was supported by the Communist MPs. Vasile Iovv said that the majority of planned economic indexes were fulfilled and even over-fulfilled. At the same time, he recognised that the report of the Court of Accounts reveals several problems, and to deal with them the Government should work more. The Decision of the Parliament regarding the report on the execution of the budget obliges the Government to undertake organisational, legislative and methodological actions to improve the quality of the financial management and make the fiscal-budgetary policy work for the full implementation of the state’s social-economic policies.
