The decision to grant state guarantees to three banks (Banca de Economii, Unibank și Banca Socială) was illegal. The goal was far from saving the banks. Moreover, the General Prosecutor's Office did nothing to hold the real "thieves of the billion" accountable. This opinion was voiced on the Parliament floor by Șor Party MP, Denis Ulanov.

According to Ulanov, in 2014, neither the shareholders nor the management of the three banks asked for state guarantees. The cabinet's decision to grant state guarantees was an unprecedented criminal act. By the end of November 2014, the amount of deposits in these three banks was almost seven billion lei, which is half of the 13 billion lei granted by the cabinet.

The MP asked "What is the Prosecutor General's Office position regarding the illegal actions of the National Bank and the National Committee on Financial Stability, which convinced the cabinet to issue state guarantees? Who will answer for the fact that instead of using money from the Deposit Guarantee Fund in order to bail out the banking system, funds from the state budget were used? Has the prosecutor's office found the culprits and has the case been brought to court?"

The MP called Alexandr Stoianoglo a "hypocrite". "It is not your merit that politically motivated investigations are no longer carried out in Moldova. You have cleverly and covertly modified them", Ulanov added.

The Șor Party MP reminded the Assembly about Ilan Șor's proposal regarding the retrieval of the embbezled money and that the proposal was dismissed by the National Bank, the Prosecutor General's Office and by the Ministry of Finance.

Parliament did not give a passing grade to the General Prosecutor's Office and to the National Anticorruption Center for their performance in recovering funds stolen from the banking system. After analysing the information submitted by the Prosecutor General's Office, the Legal Committee on Appointments and Immunities put forward a draft resolution, which was voted by 57 MPs.
