MP seeks information on cases lost by Moldova at ECHR published in “Official Monitor”

The MP representing “Moldova Noastra” Alliance Serafim Urecheanu requested from the Government to present information regarding the publication in “Official Monitor of Moldova” newspaper (OM) of the cases lost by Moldova at the European Court of Human Rights (ECHR). An interpellation addressed to the Government shows that MP asked for information on the number of ECHR’s decisions when Moldova was sentenced, and then published in OM, number of unpublished judgments, the cause, people in charge for non-publication, sanctions imposed to those responsible for non-publication and date when they will be published. Urecheanu also requested to tell him the sum of expenses covered by Moldova for each case and expenses for the governmental agent’s trips to Strasbourg. MP sought from the Supreme Court of Justice and Superior Council of Magistrate the list of judges from all courts that adopted decisions on the cases lost by Moldova at ECHR, sanctioned judges, as well as the sanctions imposed in each case. A similar request was made to the General Prosecution Office. Urecheanu also mentioned that another several hundreds of petitions against Moldova are underway at ECHR, asking for information on what actions are taken by the specialized bodies so that the people in charge avoid sentencing Moldova in future. Info-Prim Neo has recently carried out an investigation into charges of non-publication of the ECHR’s judgments in the OM. Head of the non-governmental organization “Judges for Human Rights”, Vitalie Nagaevschi stated that by not publishing these judgments in the OM Moldova does not fulfill its commitments of general nature towards the Court. The OM Chief editor Simion Ropot told Info-Prim Neo that “The Monitor” does not publish the ECHR’s decisions because it does not have the Russian version of the text, and the Romanian variant is not sealed on each page. Vitalie Parlog, former representative of the Government at ECHR, present minister of Justice, replied to the agency that he can not oblige the issuer, which is ECHR, “to seal up each page so that its judgments and decisions can be published”.
