Movement of Transnistrian Refugees blames local authorities for unsolved dwelling problem
The Movement of Transnistrian Refugees (MTR) criticizes the local public administration for not taking measures to solve the dwelling problem of the internally displaced people. A relevant declaration was made at a news conference on Monday, October 29.
The declaration says that MTR can communicate with the Mayor General of Chisinau only through news conferences and that the local public government does not want to implement the court decisions regarding the provision with dwelling of the internally displaced people from the eastern districts of Moldova.
MTR calls on the international organizations and embassies working in Chisinau to react to “the serious violation of the legislation, international law norms and fundamental human rights and to urge the public authorities to observe the international norms concerning the internally displaced people” as well as other standard documents.
Anatol Bazgu, chairman of the Movement, said that on 20 December 2004 the Government approved a plan of action for providing the internally displaced people with dwelling by the end of 2007. The local authorities allocated two plots of land situated on Ginta Latina and Nicolae Milescu Spatarul streets on which to build two residential blocks. A sum of 7 mln lei was to be allotted from the local budget and the rest from the state budget. Bazgu says that the local authorities allocated only 5 mln lei. Therefore the first block is not yet ready. Moreover, the Chisinau City Hall plans to give several apartments from this building to other social groups of people, though, under the executive decision, all the apartments must be allocated to Transnistrian refugees. Anatol Bazgu also says that Dorin Chirtoaca does not agree with this decision and deliberately postpones the putting in commission of the first house and the building of the second one, though Prime Minister Vasile Tarlev gave instructions to finish the building by this yearend.
The MTR chairman denied that the press conference has a political connotation, saying that he was offered cooperation with the authorities in exchange for the apartment block, but he refused all the proposals because he bears responsibility for the 160 families of refugees.
To draw attention to the problem that they have faced for 15 years, the MTR members will picket the headquarters of the City Hall on November 1. The rally has been authorized.
