Most of the administrative contraventions are committed in the municipality of Chisinau – 36% of the total number of infringements reported in 2007. The municipality of Balti follows next with 7%, Info-Prim Neo reports, quoting the National Bureau of Statistics. According to the cited source, the ratio of people to punishments in 2007 was 1,000:184 on average, as against 1,000:246 in 2000. Some 55.5% of the administrative infringements in 2007 were reported in transport, road management and telecommunications. In 2002, this figure stood at 65%. 96% of the wrongdoers were fined, while over 6,100 people warned. The infringements of public order make up 16% of the total contraventions (106,500 cases). Among these, the consumption of alcoholic drinks and the appearance in public places under the influence of alcohol make up 80.4%, while the acts of hooliganism 14%. Nearly 60% of the wrongdoers from the given category were fined, while over 36% warned. Over 67,100 contraventions were committed in the public utilities and housing sectors. A number of 851 persons were administratively punished for building unauthorized constructions. Out of these, 34 persons were warned, while 817 fined. The average sum of a fine exceeded 3,200 lei, the National Bureau of Statistics said. As many as 744,200 violations of the law were discovered in the country in 2007 after applying the Code on Administrative Contraventions, a 2% increase year on year. Some 17,900 (2%) of the total number of discovered contraventions were sent to criminal investigation bodies because they could be regarded as serious offences.
