During the 15 years of its foundation, the Chisinau Municipal Mortgage Agency AMIC has erected 51 apartment buildings, offering dwellings to about 3,000 families. The company’s director general Petru Pripa has told IPN that all the buildings are constructed in compliance with the norms and requirements in the construction sector, by using building material of the highest quality and modern equipment and by taking into account the rather modest purchasing capacity of the population.
Petru Pripa said that AMIC was created in the middle of the world economic crisis of 1998, when the problem of dwellings was very acute and the people still believed that the state was obliged to provide them with free homes, even in many years, as during the Soviet period.
“We didn’t invent the mortgage, but were pioneers in providing this service on the homebuilding market of Moldova. We were the first who worked well in that period, being supported by the then Mayor of Chisinau Serafim Urecheanu, the Chisinau City Hall being the founder of the Agency, and by ex-deputy mayor Alexei Paladi,” said Petru Pripa.
The first two apartment buildings were entrusted on the company by the City Hall for being finished. They remained unfinished after the Soviet Union fell apart. After the construction was completed, the apartments were bought by mortgage mainly by budget-funded employees. The local authorities pledged to pay the interest on the home loans taken out by the beneficiaries.
“We were the first to offer those who didn’t have enough financial resources the chance to acquire homes. We enabled persons on low incomes to purchase homes by mortgage, with a grace period of 10 years, after paying an installment. We managed to convince the people on lower incomes to buy homes,” stated Petru Pripa.
The Chisinau Municipal Mortgage Agency was the first construction company that built individual thermal stations in apartment building, with the possibility of connecting the apartments to heating services. It is the only company in Moldova that uses elements of stratified wood on the external part of the windrows, while the apartments are provided with drinking water, heat and sewerage pipes installed. AMIC also offers ready-made apartments where the bathroom and kitchen are equipped. The price of these apartments is by at most 30% higher than that of the half-ready apartments.
