More opportunities and responsibilities for civil servants

Civil servants will have the possibility to enjoy flexible working hours, within the required limit of 40 hours per week, upon their request and with the approval of the public institution’s head, IPN learned from a new bill approved by the government.

The set of amendments was authored by the State Chancellery and includes the creation of a single platform for vacancies in state institutions – cariere.gov.md. Additionally, each public authority can advertise its vacancies through its own means if it has them.

According to the proposed changes, the trial period for civil servants will be 6 months. This will apply to those with previous work experience in public institutions only if they held that position for less than 6 months.

If the public authority or a specific position is dismantled, the civil servants that cannot the transferred to other positions will receive an unemployment allowance equal to the monthly average wage and a one-time allowance proportional to their stint in public service. Those with a service length between 2 and 7 years will receive two average monthly wages, those with 7 to 15 years will receive 4 wages and those with more than 15 years will receive 6 wages.

Upon sacking, people from the staff of public dignitaries will receive a compensation of only two wages, instead of the current 6. In both cases, no allowance will be offered to those with less than two years in public service or to pension holders.

According to the new bill, a suspected or condemned public servant can be suspended from his or her position if the deed in question brings moral disrepute to the civil office and the public authority. Servants who received disciplinary penalties will not be eligible for promotions two years after the sanction.

The bill also has to be adopted by the Parliament.
