More officials make personal interest statements public

Another six functionaries submitted personal interest statements within the “Interest in Sight” campaign carried out by the Association of Independent Press (API) and the Anticorruption Alliance. They include Communist MP Sergiu Sarbu, Deputy Prime Minister Eugen Carpov, Liberal lawmakers Valeriu Munteanu and Victor Popa, Liberal-Democrat MP Vladimir Hotineanu, and the president of the Academy of Sciences of Moldova Gheorghe Duca, Info-Prim Neo reports, quoting a communiqué from the API. Sergiu Sarbu said that as an MP and deputy head of the legal commission on appointments and immunities he has a monthly salary of 7,300 lei. He also heads the public association “Center of Legal Investigations and Human Rights Defense”; is not married. Valeriu Munteanu has an annual salary of 180 345 lei. His wife Victoria Munteanu is a coordinating specialist at the Marketing Department of SA Moldtelecom. His brother Igor Munteanu is the founder of the advertising agency SRL “Four Media”. Eugen Carpov earns a salary of 6 400 lei a month. He is the founder of the Institute for Development and Social Initiative “Viitorul” and a member of the Board of the Foreign Policy Association. His wife Tatiana Carpov is a public notary and her salary depends on the number of notary activities performed. Vladimir Hotineanu did not indicate his salary of MP. He works as a lecturer at the State University of Medicine and Pharmaceutics “Nicolae Testemitanu” and has a salary of 2 993 lei a month. His wife Raisa Hotineanu and son Adrian Hotineanu teach at the same university. Victor Popa, head of the legal commission on appointments and immunities, has a monthly salary of 7 700 lei. He also teaches at the Free International University and the Public Administration Academy and is remunerated with 5 000 lei a month in each of the places. Victor Popa is divorced. One of his daughters, Ana Popa Weidle is in Germany, while the other daughter Irina Popa works as a lawyer in the United States. Gheorghe Duca, who is an ex official member of the Government, earns a pay of 7200 lei a month. He also teaches at the University of the Academy of Sciences of Moldova and at the State University of Moldova. He works as a scientific adviser at the Chemistry Institute. Gheorghe Duca is a shareholder of SRL “Avanchim” and an unpaid expert at the publishing house “Springher”. His wife Maria Duca is the acting rector of the University of the Academy of Sciences. Personal interest statements last week were made public by the Anticorruption Center director Viorel Chetraru, unaffiliated MP Mihai Godea and Head of Parliament Marian Lupu. The conflict of interest is a situation when the public servant must take a decision that can influence his personal interests. Under the law, personal interest means any material or other kind of advantage pursued or obtained, directly or indirectly, by a person holding an important position for oneself and for close persons when fulfilling one’s duties.
