The young people who own less than six square meters of dwelling per family member could apply to the “First House” Program on the grounds that they do not have enough dwelling space, IPN reports, with reference to a bill approved by the Cabinet.

Until now, only the persons who, together with the husband/wife, hadn’t owned another dwelling during a year before applying to the program could take part in this.

The list of beneficiaries includes young people who own houses in villages that they inherited or that were donated to them, except for the cases when these are situated in the suburban localities of Chisinau municipality.

“When the “First House” Program started to be implemented, a number of shortcomings were identified and these had to be eliminated. I thank the Ministry of Finance for being receptive and for making the required modifications in a short period of time. As a result, the number of those who can apply to this program to acquire a house  was increased,” said Prime Minister Pavel Filip.

In connection with “First House 2” Program, a new category of benefits will be introduced in the Tax Code and the 2018 state social insurance budget law – state budget compensation for program beneficiaries. It is proposed that these compensations should represent a source of nontaxable income so as to facilitate budget-funded employee’s access to dwellings. The way in which the compensation will be provided will be agreed by the Cabinet.

Also, the microfinance organizations will be obliged to provide at least a credit bureau with the possessed information about the debtors-private individuals. This way the commercial banks will have access to complete information about the loans raised by the applicants from other financial institutions.

The “First House” Program was launched on March 26 this year. More than 100 persons have benefited from this so far.
