Moldtelecom required to unblock competition on two specific markets
The National ICT Regulatory Agency (ANRCETI) obliged the national telephony operator Moldtelecom to offer access to the infrastructure of its local access network and of bitstream services to any interested operator.
These requirements were imposed on Moldtelecom on Thursday, March 31, in an effort to reduce structural barriers and prevent the company from using its significant market power status to the detriment of free competition, ANRCETI said in a press release, quoted by Info-Prim Neo.
Earlier, the Agency designated Moldtelecom as operator with significant power on two specific markets – the market of wholesale access to network infrastructure at a fixed location and on the market of wholesale broadband access – with shares of 98% and 95%, respectively.
In this respect, Moldtelecom has been required to publish, within a three months' term, the relevant offers for local loop/sub-loop access and bitstream services. Until a pricing control mechanism is developed, the Agency has capped the fees that Moldtelecom may charge for such services.
Additionally, Moldtelecom has been required to offer to national and regional bitstream access seekers discounts of 25% and 35% for speeds of 4 and 1 Mbps, respectively. For local bitstream access the discount shall be 50%.
