Moldovan Premier considers conditions of Russian loan favorable
The new Moldovan authorities will negate the loan that Russia is to provide to Moldova in practically the same conditions as the former administration, Igor Volnitski, adviser to Prime Minister Vlad Filat, has told Info-Prim Neo.
Volnitski said that after the new members of the executive familiarized themselves with the parameters of the previous talks with Russia, the Premier declared that they are acceptable and favorable.
During a meeting of Vlad Filat and Russia's Deputy Prime Minister Alexei Kudrin, which took place on the sidelines of the October 8-9 CIS Summit in Chisinau, the two officials agreed that the talks over the loan will start immediately after the IMF Mission completes its work in Moldova.
Also then, the Moldovan authorities found out that the talks were suspended at the request of the former Government of Moldova and that Russia is ready to allocate US$150 million of the loan by the end of this year.
Igor Volnitski also said that the signing of the agreement with the IMF is not a condition for resuming the talks. Russia postpones them in order to get acquainted with the macroeconomic assessments made by the IMF in Moldova so as not to carry out them itself.
For the time being, it is not known where and in what format the talks will take place. The way in which the loan will be used is also not known. It was early reported that it could be used to cover the budget deficit and to make investments. Volnitski said that the purpose of the money will be agreed during the talks.
Contacted by Info-Prim Neo, the former First Deputy Prime Minister Igor Dodon denied the assertions that the former administration suspended the talks or refused the Russian loan. According to him, the technical details of the loan were negotiated in July and only the lending agreement was yet to be signed. “We considered that the lending agreement must be signed by the new Government as it comes into force only after it is ratified by the Parliament,” Dodon said.
