The Republic of Moldova will have a mobility strategy for 2023-2030. The document is to be worked out and proposed for public debates until the end of this year, Minister of Infrastructure and Regional Development Lilia Dabija told a news conference.
“We set the goal of designing a new strategic document that will include the findings, recommendations and lessons learned based on the transport and logistics strategy for 2013-2022 and will focus on the harmonization of the legislative framework with the mobility strategy until 2030. We want accessible, sustainable, interoperable and safe transport,” stated Lilia Dabija.
The Ministry will work out a new law on road safety, which will require by a road safety audit at all the stages, even at the road infrastructure designing stage. “We want the sustainable development of infrastructure to be based on high quality standards adjusted to the European standards. We want to strengthen the normative and institutional framework and the Ministry’s capacities. We are finalizing amendments to the Maritime and Commercial Navigation Code, the Road Transport Code, the Law on the Road Fund, the Law on Road Safety and the Law on Road Infrastructure,” said Lilia Dabija.
Moldova presented to the European Commission proposals for improving the internal networks so as to connect them to the European networks. “The programs that will be later implemented based on this strategy will ensure the access of persons with disabilities to different means of road transport and also the regionalization of the given services and the population’s improved access to transport services,” explained the minster.
The official noted that another goal is to digitize transport services. There will be designed the registers of tickets, stations and routes and introduced environment-friendly means of transportation by improving rail infrastructure. The strategy will be implemented with state budget funds and also with foreign funds. There will be thought up programs to develop naval, road, rail and air transport.
“For road infrastructure, we have already negotiated and signed contracts to the value of over €600 million that will be invested in national road infrastructure. We are also negotiating with the World Bank the allocation of another €120 million for improving and rehabilitating local roads,” stated Lilia Dabija.
The strategy will be worked out by the third quarter of this year and will be then proposed for public discussions. “We want to ultimately have an integrated document that will reflect the best conditions and based on which we will achieve the greatest country desiderata,” noted the minister.
