Moldova will be an active actor at the Black Sea Forum – president
The Black Sea Forum for Dialogue and Partnership could become, by common effort, a process of special importance for the European destiny of the participant countries. The Republic of Moldova has a clear and declared interest for this Forum and will be a very active actor with lots of initiative, declared the president of the Republic of Moldova in a speech presented at the Forum’s opening, which took place in Bucharest, Romania.
The Black Sea Forum, which is organized, according to Voronin on the most important border segment of EU, is a place were young and older democracies meet, a bridge head for the enlargement of the democratic area.
By this kind of regional initiatives, said the head of state, the new Neighborhood Policy, launched by the European Union, becomes clear, can acquire new development possibilities and can be reshaped and adjusted to the continuously changing realities. In this context the forum has to become a ground for elaborating and turning to good account some efficient cross-border collaboration mechanisms.
According to the head of state, for the Republic of Moldova, the European integration and the territorial integrity of the country are national objectives of first importance. And if the first objective offers Moldova the best development perspective, the second is of vital importance, because without solving this problem, the survival of the Republic of Moldova as a state is unimaginable.
The joint declaration, which sets the grounds for an important process in this region of Europe, must touch peremptory and without ambiguities the subject of separatism, because only in this way is possible to find later, valid and efficient solutions, also declared Voronin during his speech.
Romanian president Traian Basescu, declared that Romania pleads with confidence, together with other partners of the region for standing out a clear program, well structured and coordinated, which would connect the region to the European and Euro-Atlantic region. He said that the forum will focus on the following objectives: democratic transformations in the Black Sea region, generating new ideas and solutions for preventing conflicts; facilitating an extended regional dialogue between state and non-governmental organizations.
Referring to frozen conflicts in the region, Basescu said that these conflicts contribute to spreading security problems: trafficking in humans and weapons, cross-border criminality, undervaluing the democratic values and violating human rights. Although, there is no unique, universal model for solving the frozen conflicts, this issue is a test for the European and Euro-Atlantic community and also the states of the Black Sea region can not afford to fail. The conflicts from Transnistria, Abhazia, Nagorno-Karabach or Southern Osetia are different so the solutions must be also different. Regardless the fact we act through OSCE, European Union or NATO, we must act in accordance with each situation, finding the causes of the conflict, the particular political, social, economic circumstances, declared Basescu.
At the Black Sea Forum for Dialogue and Partnership, which takes place during June 4-6 in Bucharest, will participate heads of state and high officials from the Republic of Moldova, Ukraine, Georgia, Armenia, Bulgaria and others, as well as representatives of NATO, OSCE, UN.
