The Republic of Moldova will be under a state of emergency for a period of 60 days from Monday, December 16. The measure was requested by the Government and approved by Parliament in connection with the situation in the energy sector. The authorities explained that they need levers to "efficiently manage the imminent risks related to the cessation of natural gas supplies to the Transnistrian region by Russia and Gazprom," IPN reports.
Prime Minister Dorin Recean said that derogations from the Law on the State Border and the Law on Exit and Entry into the Republic of Moldova may be necessary for the establishment of green corridors for employees of international missions, equipment, machinery used for humanitarian aid.
Derogations from the Law on Industrial Emissions may also be needed to allow for some additional emissions on the import and use of coal.
Derogations from the Law on Payment Services and Electronic Money, by imposing the positive obligation to collect and make payments for citizens and companies on the left bank of the Nistru, which have not registered with the constitutional authorities on the right bank of the Nistru, are also not excluded.
The draft decision to declare a state of emergency allows for derogations from the Law on the State Budget for cases of allocation of funds and aid from abroad.
