Moldova tries to avoid ECHR convictions for detention conditions

The European Court of Human Rights (ECHR) could examine Moldovan detainees’ complaints about poor detention conditions in a preferential regime. To avoid this, the state will take a number of measures to remedy the situation, said Deputy Minister of Justice Anatolie Munteanu, quoted by IPN.

In a press club meeting staged by the Journalistic Investigations Center on the occasion of the United Nations International Day in Support of Victims of Torture, the official said the ECHR already passed a number of judgments by which the state was convicted for the detention conditions. “In the last decision in the case of Shianov versus Moldova, the ECHR pronounced rather harshly. If we do not take urgent measures to remedy the situation, the European Court could launch a pilot procedure, which means that it will examine all the complaints that could come from the over 8,000 persons held in Moldova’s jails based on a simplified procedure,” stated the deputy minister.

Anatolie Munteanu also said that to avoid this, the state will reduce the detention term by one third and will take steps to change the detention conditions, but these cannot be improved overnight. The Law on the Rehabilitation of Victims of Offenses provides for the psychological and financial rehabilitation of persons subject to torture in detention places.
