Moldova to learn from international experience concerning people's rights over realty

The creation of the cadaster system in Moldova in accordance with European standards will help Moldova become part of the law system of the European community, Moldova's Acting President and Head of Parliament Mihai Ghimpu said at the opening of the international conference “People's Rights over Real Estate”. The two-day conference was organized by the Agency for Land Relations and Cadaster on the completion of the project “Technical Assistance for Supporting the First Cadaster Project for 2006 – 2009” financed by the Swedish International Development Cooperation Agency (SIDA), Info-Prim Neo reports. Ghimpu said that the instruments implemented in Moldova with the help of the Wold Bank, the Norwegian and Swedish partners enable to protect the ownership rights over realty and this constitute a precondition for the prosperity and freedom of the person and the society in general. He thanked the development partners for the provided assistance, expressing his hope that the exchange of opinions and experience at the conference that brought together representatives from 40 countries will be beneficial for improving the realty registration procedures and the cadaster system of Moldova. Deputy Prime Minister and Minister of Economy Valeriu Lazar also thanked the foreign partners for their contribution to the creation of the cadaster system in Moldova. According to him, this system plays a major role, especially from economic viewpoint. When the businesspeople register ownership rights over realty they can take out loans from banks by pledging the given property or leasing it out. Vasile Grama, the new director of the Agency for Land Relations and Cadaster, said that though the cadaster has been implemented in Moldova during only 10 years, there were registered 85% of the real estate existing in the country. During this period, the number of transactions with real estate rose ten times, while with farmland – 60 times. According to him, the major objectives now are to ensure the transparency of the cadaster system and to provide cadaster services at reasonable prices, including by introducing automated information systems that would enable to reduce the time needed to perform transactions. Grama said that the assistance project financed by SIDA achieved the set objectives. The cadaster system of Moldova is sustainable and unified from institutional viewpoint. Among the most important accomplishments of the projects is the concentration of the capacities of the cadaster bodies into one company with local cadaster offices all over the country.
