The Ministry of the Interior employs persons with dubious past and a criminal record, asserts the chairman of the National Anticorruption Council “Moldova Mea” Fiodor Ghelici. In a news conference, he said that he was informed about this by employees of the Ministry, Info-Prim Neo reports. “Within the new reform, the Ministry employs bandits-police officers. A part of the Ministry’s employees started to protest,” said Fiodor Ghelici. According to his information, sums of US$5,000 are offered for being included in the list of persons who will be employed. Fiodor Ghelici estimates that 30% of the policemen employed until now have a dubious past, while the Ministry does not take into account the preparedness and competence of the candidates. Fiodor Ghelici also said that the Ministry intends to employ only policemen who would fulfill the instructions, would act only in managers’ interests and would obey orders. According to Ghelici, Moldova is full of corrupt police officers. The Orhei Commissariat in 2012 received 500,000 lei from the budget, but half of this money was stolen by policemen. The Commissariat bought a vehicle that in reality costs three times less. There were also purchased air conditioning systems, two of which were installed in the house of the commissioner of Orhei. Fiodor Ghelici also referred to the so-called scheme of sister-vehicles. Vehicles are brought into the country without being cleared and, based on agreements with the police, are equipped with license numbers of cars of the same model and color. Similar illegalities are committed in every commissariat and the police officers are not punished. The Ministry of the Interior did not comment on the accusations. The reform at the Ministry started last year and envisions depoliticizing the police and the carabineers, demilitarizing the Ministry’s system, de-concentrating the administration, and improving the employment, assessment and testing procedures.
