The development and institutionalization of the relations between Moldova and the European Union paved the way for gradually adjusting and subsequently implementing the European regional development model. Even if the achieved results didn’t produce major changes in the removal of the socioeconomic imbalances between regions, regional development expends to new areas and covers new regions. However, Moldova is not yet sufficiently attractive for the people and political elites from the left side of the Nistru River from economic and social viewpoints. Such conclusions are contained in the study “Reestablishment of regional development between Chisinau and Tiraspol” that was carried out and presented by vice director of the Institute for Development and Social Initiative “Viitorul” Liubomir Chiriac, IPN reports.
The expert said the Transnistrian region does not have a legal and institutional framework on regional development. Tiraspol refuses any proposal of regional cooperation submitted by Chisinau. However, given that it faces very serious socioeconomic problems, it accepted to take part in development assistance programs implemented with the support of foreign donors.
Liubomir Chiriac formulated a number of recommendations for improving the situation at regional level on both sides of the Nistru River. The first recommendation is to do the administrative-territorial reform in accordance with the public administration reform strategy for 2016-2020 and fulfill the important commitments assumed through the Government’s work program, the Association Agreement with the EU, the National Development Strategy “Moldova 2020” etc.
The expert also recommends applying intercommunity cooperation mechanisms between the two sides of the Nistru as this is an instrument for providing in concert local public services, in conditions of quality and efficiency. Another recommendation is for experts from Chisinau and Tiraspol to work out feasibility studies for the districts from both banks of the Nistru to justify the implementation of intercommunity cooperation mechanisms, which can be efficient and can have a positive impact if they are applied correctly.
