Former Minister of Security and a member of the first Parliament Anatol Plugaru considers that the spending of hundreds of millions of lei on organizing the referendum and the early elections is useless. He made related statements in a news conference held at Info-Prim Neo to sum up the failures and results achieved by the Government during one year after the July 29, 2009 elections. According to Plugaru, the idea of holding the referendum and early elections should be abandoned as the composition of the future legislative body will remain practically unchanged. Thus, a dialogue should be opened with the Communists Party and the senior positions should be redistributed according to the number of votes won in the July 29 elections. The former Minister of Security believes the Communist MPs can be forced to attend the parliamentary sittings by introducing a legislative amendment providing for the punishment of the lawmakers who do not fulfill their duties. “Nothing can stop them, not even the disaster that hit Moldova. They decided to spend at least 120 million lei in order to obtain 2-3 seats more. If no other political force appears, the election outcome will be practically the same,” Plugaru said, expressing his certitude that all these problems can be solved in Parliament with 800 lei, while the money that is planned to be spend uselessly should be distributed to flood victims. He said that this time again people's minds were poisoned by the myth that the young people will bring about the change. Speaking about the achievements of the Alliance for European Integration (AEI), Anatol Plugaru said it did not fulfill many of the promises made in the electoral campaign, betraying the trust of the people who voted for representatives of the Alliance in elections. Thus, the promise to hold accountable “the thieves who stole milliards” remained only a promise as nobody was punished, no property was nationalized or denationalized. “Either the Communists are pure or the present administration is impotent. If so, the AEI should apologize to the Communists and the people who voted for them,” he said. The promise to reveal the irregularities committed by the PCRM in the April 5, 2009 elections was also not fulfilled. The spending for the July 29 elections was approved on the basis of these accusations, but the elections did not change the correlation of forces established on April 5, 2009, Plugaru said The AEI was also unable to cast light on the April 7, 2009 events. It did not help the farmers to sell the grapes harvested last year. This year's harvest will have the same fate following the decree concerning the Soviet Occupation Day issued by Ghimpu. The sale of wine to Russia will remain blocked for many years. “The country is governed by persons who do not realize that the political and legal actions influence the economic processes,” Anatol Plugaru said. He also said that the Government promised Moldova will get rid of dictatorship, but the democracy did not triumph. He stressed that the principle of separation of powers was violated as ministers held seats of MP simultaneously. The decision to reduce the referendum threshold to 33% is nondemocratic and dangerous. “The will of 16.5% of the people cannot be deciding,” Plugaru said, criticizing harshly the decision to allow the dignitaries to hold dual nationality. The AEI's attitude to the Constitutional Court is open to question. “The people voted for the components of the AEI because they promised to stop the political war and the division of the country, but did not do it. Conditions are being created for the PCRM to return to power,” Plugaru said. The former Minister of Security said the MPs in fact do not serve the interests of the people as Moldova is governed by 2-3 persons who who are the sponsors of the five parliamentary parties.
