The Republic of Moldova does not have a reintegration policy and strategy and relevant sector plans of action for different ministries. Also, the Reintegration Office has insufficient human resources and expertise capacity, executive director of the Foreign Policy Association (APE) Victor Chirila stated in a press club meeting at IPN.
According to the expert, the Moldovan central authorities pay less attention to this office, while the Deputy Prime Minister for Reintegration does not have the appropriate authority to coordinate the reintegration policy. “There is no system of coordination at different levels. There is only the intergovernmental commission, but the ministries do not include persons who would deal with this issue,” stated Victor Chirila.
He noted that the people working in this area do not know how to act individually, do not have a view and clearly defined objectives. “Chisinau should think up a system of institutional coordination at all the levels, which would involve all the relevant ministries,” said the expert.
The APE executive director considers training seminars should be organized for members of the working groups within the Transnistrian conflict settlement talks in the 5+2 format. They must know negotiation and dialogue tactics and different traps in which they can fall.
