Moldova may become a cemetery of old vehicles following the multiple derogations to the Customs Code, the Fiscal Code and the law concerning the taking of goods into and out Moldova adopted by Parliament, head of the Center for the Analysis and Prevention of Corruption (CAPC) Galina Bostan said in a news conference on Monday. “We selected all the normative documents whereby such derogations were introduced. In 2001-2005, the 15th legislature adopted 18 such normative documents. This means that cars older than seven entered Moldova 18 times,” said Galina Bostan. The number of bills with derogations approved by the next legislative bodies totaled 32. Analyzing the beneficiaries, Galina Bostan said the medical-sanitary institutions imported 62 vehicles, the central public authorities - 86 vehicles, the local public authorities - 10 vehicles. High schools, public associations and private individuals also imported cars using these concessions. “Instead of adopting so many derogations and generating legislative inflations, they should better adopt a general exception and specify when the public authorities that import vehicles are exempted from paying the related taxes,” said the CAPC director. Referring to the informative notes to the bills, CAPC program coordinator Stela Pavlov said they do not contain plausible arguments. According to her, they do not show that certain estimates and economic and financial assessments are made, even if the mentioned bills offer customs and tax concessions owing to financial and budgetary losses. The social, economic and other effects of such measures are not specified. The Center for the Analysis and Prevention of Corruption is a public association that aims to contribute to reducing corruption, studying the level of corruption in society and the state and improving transparency in the work of state and political institutions.
