The National Regulatory Agency in Telecommunications and Informatics (ANRTI) and Commission for Communications Regulation (CCR) of Bulgaria concluded on the last weekend, in Chisinau, an agreement of cooperation regarding the exchange of experience and information in the field of regulation of electronic communications services. The agreement was signed by Stanislav Gordea, deputy director of ANRTI, and Valentin Haralambov, deputy head of CCR, who paid a work visit to Moldova. According to a press release of ANRTI, the agreement stipulates that the sides will make regularly exchange of documents and information related to the elaboration and implementation of the policies on sector’s development, legislative and normative documents, as well to the evolutions of the communication markets from the two states. According to the document, the two authorities will also make exchanges of delegations at a level of experts that will study the experience gained in technical and juridical aspects of the regulation activity. The respective agreement is concluded by ANRTI in premiere, having the regulation authority from a future member country of EU. Gordea voiced his trust that the document of cooperation with Bulgarian authority will be very useful to the Agency’s specialists, especially as regards the promotion of the draft Law on electronic communications and adjustment of national regulations to the European standards. Valentin Haralambov said that the Bulgarian side is perfectly willing to cooperate with Moldovan colleagues, especially as concerns the implementation of European standards related to the regulation of electronic communications. He emphasized that ANRTI is the third regulation authority after Spain and Hungary, with which the Bulgarian side signed cooperation agreements. The Commission for Communications Regulation of Bulgaria was constituted in 2002. It regulates both the electronic communications services, and the mail services and utilization of the spectrum of radio-electric frequencies with civil destination. In 2005 the Commission became the full-right member of the European Regulators Group (ERG).
