Moldova 1, NIT, N4 and Eu TV, stubborn in bantering legislation

The TV stations Moldova 1, NIT, N4 and Eu TV, contrary to the legal provisions and professional norms, continue to evince biased attitude to the political actors, what still affects the opinion pluralism and the political and social balance, “that are so necessary to reflect the electoral campaign.” The conclusion comes from data of monitoring the presence of political actors in the programming of 7 TV stations out of those 9 monitored stations (Prime and 2 Plus do not get involved in the electoral campaign) by a group of NGOs under aegis of the Electronic Press Association (APEL), from March 4 through 17, 2009. APEL presented the results of the third report of monitoring the televisions in the electoral campaign on Monday, March 30, at a news conference hosted by Info-Prim Neo News Agency. The above-mentioned TV stations continue to ignore the legal provisions (the Broadcasting Code, article 7 – e.n.) regulating the coverage of the electoral campaign in newscasts, and Eu TV and N4 – in the aired TV broadcasts, too. At the same time, the results show that Pro TV, TV7 and TVC 21 practice a journalism close to the ethical requirements. Last week, the Broadcasting Coordinating Council (BCC) punished all those 7 stations by warning them for violating the socio-political pluralism. Asked by Info-Prim Neo to appreciate the BCC decision, APEL expert and coordinator of this project Vasile State said: “On N4, NIT, Moldova 1, the governing party has a net superior visibility compared to other actors, while Pro TV, TV 7 and TVC 21 prove comparable indicators in this sense, because it is well-known that it is not possible to ensure perfect balance.” “If the BCC punished these stations for not ensuring the political pluralism, it seems to me that it should have taken into account the severity of violations when imposing certain penalties,” the broadcasting expert said. In comparison with the previous monitoring period, the presence of PCRM, PSD, PDM, PLDM and PPCD in the news, in a positive context increased. The presence of PL, AMN, UCM and MAE reduced. In the monitored period, the number of negative appearances in the news of the following parties rose: PLDM, UCM and PDM, while the presence of PL, AMN, PCRM, PSD and PPCD reduced. On these tv stations, the largest volume of advertising was aired by four electoral competitors till March 17, 2009: PLDM, PCRM, AMN and PSD. The monitors signal out some TV stations airing some unidentified advertising clips in this period. They started to be aired on two stations (N4 and NIT) on March 10, and later on other channels as well.
