The Moldovan citizens and organizations will be able to use the governmental e-identity and mobile electronic signature service MobiSign both in the country and outside it. A bill to this effect was endorsed by the Cabinet, IPN reports.
“MobiSign is an important step for any citizen of the Republic of Moldova, no matter where they live, including abroad. The service will enable to sign documents and to access public services using only the mobile phone,” said the Government’s secretary general Artur Mija.
He noted that an estimated 1 million Moldovans are now abroad. “According to the last official statistics, 92% of all the users or over 2 million users have access to wireless Internet through a smartphone. This way, more than 2 million citizens are connected to wireless Internet and will be able to use the MobiSign service,” stated Artur Mija.
Unlike other types of electronic signatures available in Moldova, the MobiSign application offers a series of advantages. It is free, does not need card readers, can be downloaded directly onto the mobile phone and does not create impediments to using on the same device the mobile signature services provided by telecoms carriers.
The right to use the service can be obtained after confirming the identity and registering with the public key operators of the providers: the multifunctional centers of the Public Services Agency and the diplomatic missions and consular officers for registering the MobiSign users from the diaspora.
The advanced electronic signature has the same legal value as the holographic signature, while MobiSign will be a much more modern device for using the electronic signature.
