The Ministry of the Interior intends to build an Integrated Law Implementation Training Center on a plot located on Nicolae Dimo St in Chisinau, where the central sports club “Dinamo” managed by the Ministry is now based, IPN reports.
A draft decision presented by the Ministry of the Interior for public debates provides that even if the plot is intended for constructions, as it is provided in a decision taken by the Chisinau Municipal Council in 2000, the given plot was included in the list of green areas. Thus, under the Law on Green Areas in Urban and Rural Places, in exceptional cases the construction of social facilities such as roads for general use and technical-urban installations and other changes to the purpose of the land with vegetation are possible only based on a Government decision, with the appraisal of the central environmental authority and the consent of the people living in the area.
If the Government decides to change the purpose of this plot, the buildings that are now situated there will be demolished and structures for the future training center will be erected instead. The Ministry said the green area will remain mainly outside the constructions. A training center is needed as there is now no multifunctional professional training institution. The center will train employees of the Ministry of the Interior and other authorities.
The EU will allocate the equivalent of about 260 million lei for building the Law Implementation Training Center. This is 55% of the total costs.
