The Ministry of Education, Culture and Research said the early education institutions work continuously throughout the year, but take a break to perform cleaning, current or extensive repair and disinfection works and to allow personnel to go on leave in accordance with the Labor Code.

Under an order of July 6, 2017, the vacation period is set by the local public authority after consulting the institution’s administration, parents or the parents committee before December 1 of the year and is communicated to all the parents by being placed in a visible place at least 30 days before the start of the vacation.

Measures are being taken to institutionalize the children for the period by contracting institutions that work in the period and can admit children.

The provision stipulating that the vacation of 42 calendar days in taken in summer was eliminated.

A study conducted by Constanța Popescu for the Independent Think Tank “Expert-Grup” shows the rights to work and to economic activity of parents with small children are now negatively affected by the shortened summer program of state kindergartens. According to the author, the Ministry of Education, Culture and Research should issue an order to modify the program of kindergartens by introducing a mixed system for providing leave to educators and employees. Specifically, a part of the leave could be provided simultaneously in August, while the rest in the course of the year.
