Migrant cards implemented in Belarus
Starting November 1 foreign citizens must present migrant cards when entering or exiting the Republic of Belarus.
The requirement entered in effect in conformity with the agreement between the Government of the Republic of Belarus and the Government of the Russian Federation, concerning the utilization of the single type migrant cards of October 5, 2004.
According to the art.3 of the Agreement, migrant card is not filled in when entering and it is not presented when exiting the territory of the state-parties only by certain categories of persons. These are the heads of state and government, members of parliamentary or governmental delegations, who enter Belarus or the Russian Federation on the basis of invitations from authorities of these countries; heads and officials of international organizations, heads and members of diplomatic and consular missions of foreign states accredited in the two states as well as members of their families.
The formalities also do not affect the members of foreign military and civilian aircrafts, when they are in airports, members of the train staff who participate in the international circulation, and members of the staff of vehicles operating international transportation drives, in conformity with the established routes.
In case a foreign citizen entered the territory of the Republic of Belarus till November 1, 2006, when exiting the country, the migrant card will not be solicited.
Till January 1, 2007, a transition period is instituted, in which, besides the single type migrant cards, migrant cards of the Russian Federation will be valid.
