Members of technocratic Government are often regarded as intruders, experts

The formation of the new Government, criteria for selecting the new ministers and the efficiency of the Cabinet were discussed by the experts of the Institute for Development and Social Initiative “Viitorul” Corneliu Ciurea and Viorel Chivriga on November 23. According to these, the political instability reached an extreme level in Moldova and a lot now depends on the political parties. The experts said it is now important to form a Government that would work for not only 100 days, IPN reports.

The experts stated the economic logic contributes to the formation or liquidation of governments in Moldova as this obliges the politicians to act swiftly and to form a government. This logic is supported by the logic of the external factor. “Today, the foreign partners demand that the parties should forget about the group interests and should listen to the economic logic. There is a connection between the internal and external economic factors here,” said Corneliu Ciurea.

According to him, the political factor should not be ignored either. “The political logic says that the government can be constituted only after the parties reach an agreement. Therefore, I think the negotiations will yet last. We are now waiting for foreign mediators to come to Moldova,” he stated.

The experts said the theory of the technocratic government sometimes run counter to the ideology of the parties and the bureaucracy inside ministries. “The members of a technocratic Government are often regarded as intruders who know very well the area of which they are in charge, but who suggest things that are in dissonance with politicians’ aspirations and with the group interests of bureaucracy, which often appears as an organization whose goal is to survive as an entity,” stated Ciurea.

Viorel Chivriga noted there is certain logic in everything that is going on in Moldova. “The rulers never come and never start with country development strategies. These are adopted and forgotten. In Moldova’s case, changes are needed at a much deeper level,” he said.

As to politicization, the expert stated that this exists as the staff is mainly replaced when a particular party takes over.
