Medical insurances for 2007 available in all postal offices in Moldova
Medical insurances for 2007, which were put for sale on December 25, 2006, will be sold in all the postal offices of Moldova up till March 31, 2006.
The PM Vasile Tarlev prohibited the National Medical Insurance Company (NMIC) from printing insurances for the persons under 18 and for older persons because the state provides them with medical insurances. The argument of the PM is saving the money destined for the medical insurances. The amount of the financial means planned to be spent for printing the insurances was not given, however the PM asked that these funds are redirected to the expansion of the compensated medicines’ list.
In order to receive medical assistance, the children and the old persons will present only the personal code that will be checked through a special informational system.
The compulsory medical insurance costs MDL 1209 in 2007, by MDL 400 more than last year. The compulsory medical insurance premium will constitute 5%, compared with 4% in 2006 and will be paid by the employer and the employee, 2.5% each.
The funds of compulsory medical insurances for 2007 were approved to the total sum of MDL 1.93 bln, both incomes and expenses. The compulsory premiums paid by employers and employees will constitute MDL 705 mln and the fixed premiums, purchased directly by the beneficiaries – MDL 35 mln. For the first time, the incomes resulted from insuring foreign and stateless persons are planned in the amount of MDL 850 thousand. MDL 850 thousand will be allotted for the disadvantaged categories of persons that benefit from free of charge insurances.
About 94% of the expenses of the compulsory medical assistance funds will be directed to the payment of medical services and to the prophylaxis and reserve fund - 2% each. The administrative expense of the NMIC will be covered with 1.4% (MDL 27 mln). The resources for the emergency medical assistance service will increase by 21%, primary assistance – 42%, hospital assistance – 24%, modern medical assistance – 87%, at-home medical services – by 175%.
Also, the state will supplementary compensate the compulsory medical insurance premiums in 2007 for the persons who take care of disabled children of 1st degree not older than 16 years, as well as for mothers with seven or more children. The MPs promised that when the budget will be rectified the compensations will be offered to the mothers with four or more children as well.
