Mechanism for providing compensations for heat will be put into operation in a month and a half
The authorities intend to implement the mechanism for paying compensations for heat in a month and a half. The regulations will be discussed at one of the next meetings of the Chisinau Municipal Council (CMC).
The district head’s offices will have to examine the files of the potential recipients of compensations.
The files must include an application for compensations, copies of the passport, identity card, marital status certificate and of the certificate about the composition of the family, as well as a certificate issued by the apartment administrator, the bills for public utilities for the previous month, excerpt from the account, the certificate about the salary issued by the employing organisation etc.
According to authorities’ preliminary estimates, about 160,000 of the over 718,000 Chisinau residents supplied with heat in a centralised way will receive nominative compensations for heat.
The compensations will be provided first of all to the families whose incomes are lower or equal to the minimum subsistence level. The National Bureau of Statistics in 2006 calculated a minimum subsistence level of about 935 lei.
Currently, the difference in the new tariff of 540 lei per G-calorie approved earlier this year and the old tariff of 233 lei per G-calorie paid by the population of Chisinau municipality is covered from the local budget, in compliance with a decision made by the previous composition of the CMC. The City Hall owes over 100 mln lei to the heat supplier Termocom over compensations.
