The Cabinet on June 28 approved a bill to introduce measures and services intended for children with a deviant behavior. The document defines the steps that need to be taken by the authorities to reeducate minors who commit offenses, but cannot be held accountable, IPN reports.

Thus, the bill specifies the measures and services intended for children with deviant behavior, the responsible authorities and their intervention methods. The minors who commit penal offenses will face such penalties as: specialized supervision, inclusion in tutelage/guardianship or family type services and in the residential type service.

It is suggested creating a highly-specialized residential service for educating minors whose behavior is dangerous for society. The children who commit less serious offenses defined in the Contravention Code will be supervised by keeping them in the own families. These will have to attend a mandatory training course, psychological counselling programs and medical treatment, if need be.

The reeducation measures, in most of the cases, will be decided by the local tutelage authority and the application period could be reviewed or replaced with another measure or annulled, depending on the behavior of the child. The document also stipulates the parents’ right to challenge the taken decisions.
