Measurers to ensure right to work of persons with disabilities are needed, AOPD

The central and local authorities should take steps to ensure the right to work of persons with disabilities and to create equal professional development opportunities. The relations of cooperation with employers should be strengthened so as to identify jobs and reasonably adjust the workplaces, if need be, in a move to facilitate the employment of persons with disabilities, the Alliance of Organizations for Persons with Disabilities (AOPD) of the Republic of Moldova recommended. The Alliance monitored the actions stipulated in the national action plan for 2017 for implementing the National Employment Strategy for 2017-2020 and established that these haven’t been fully carried out, IPN reports.

As a result of the monitoring, the Alliance of Organizations for Persons with Disabilities formulated a series of recommendations. The report authors recommend the Ministry of Health, Labor and Social Protection to approve annual action plans for implementing the strategy by the start of each implementation year so as to make sure the measures are taken in due time, to set targets and progress indicators and to adjust the measures of the National Employment Strategy for 2017-2020 by including the disability dimension.

It was also recommended collecting disintegrated data according to disability so as to monitor and assess the strategy’s impact on the persons with disabilities. According to the authors, the measure implementation periods should be reviewed, if need be, so as to ensure their effective implementation in due time. Reports should be compiled on the annual plans for implementing the National Employment Strategy based on the set progress indicators. It is recommended assessing the costs associated with the implementation of the planned annual plans and to allocate the necessary financial resources for ensuring the implementation of the given actions.

The national action plan for 2017 for implementing the National Employment Strategy contains 69 measures. As the plan does not include actions that refer exclusively to persons with disabilities, the Alliance of Organizations for Persons with Disabilities chose to monitor 16 measures it considered relevant as regards the inclusion of persons with disabilities. The authors established that many of the projected activities weren’t performed as planned.
