The mayor of Chisinau Ion Ceban announced that the Ministry of Education has appointed a new head of the municipal Division of Education, Youth and Sports. According to him, the government, if it appointed the Division’s leader, should now also assume the financial responsibilities for the education sector, IPN reports.
“Those from the PAS government want control over state institutions and, more recently, over municipal and local institutions, especially in an election year,” stated the mayor.
In his opinion, the Ministry of Education decides to appoint heads of education divisions at a time when the local public authorities are founders. “They should be good and from today answer for what they do – the Ministry is responsible for the work of groups with extended hours, feeding of children, fundraising, salaries and maintenance. History repeats itself – Gavrilița promises and the City Hall pays,” said Ion Ceban.
According to him, when it comes to ensuring funding for education in the municipality, the minister makes reference to the obligations of the Chisinau City Hall and Municipal Council. “If so, why did you get in here and named your head? You named your leader and this means that you are responsible for everything,” noted the mayor.
He also said that in the past few years, about 12 billion lei has been invested in the over 330 educational institutions of Chisinau to modernize them. At national level, schools, universities are closed, while toilets continue to be outside. “And yes, in no locality in the country, led by PAS or any other political party or independent candidate, the extended hours are financed,” stressed Ion Ceban.
Contacted by IPN for a comment, Minister of Education and Research Dan Perciun didn’t answer the phone.
A week ago, the Chisinau Commission for Emergency Situations ascertained an exceptional situation in the education sector. By a decision, CES Chisinau declared illegal the orders of the Minister of Education and Research by which the employment relationship was terminated with the head of the General Division of Education, Youth and Sports Andrei Pavaloi. On Wednesday, the Commission for Emergency Situations annulled this decision by CES Chisinau.
