Mayor Ceban weighs in on US embassy construction: Citizens should be consulted

Before commencing construction works on the US embassy in the center of Chișinău, public consultations should be held. This opinion was voiced by Chișinău Mayor Ion Ceban, following the Constitutional Court decision which allows the sale of the Republican Stadium land to the US government. Ceban said that decisions concerning state property should be made by citizens.

The mayor of Chișinău does not welcome the Government's unilateral decision to sell the land of the Republican Stadium to the United States for the construction of a new embassy, without consulting the citizens.

"We called for this stadium to be transferred to the municipality in order to hold public consultations and let the people decide what they want to do with the space. Perhaps they want it to be a park, perhaps a cultural center. Even if they want it to become an embassy, the decision should still be up to the people of Chișinău. The Republican Stadium is a space that belongs to the people. It is state property and it is reasonable to consult the population when decisions regarding the land are made", Ion Ceban said during the "Moldova Live" broadcast on public television.

The mayor said that he has repeatedly asked the executive to hand over to the municipality several properties in Chișinău that have been falling apart or are in disrepair for decades, but his proposals have been rejected by the executive.

"I asked the cabinet to transfer the Republican Stadium and the destroyed building of the Republican High School of Sciences near the Artico Centre to municipal ownership. I even initiated discussions on the rehabilitation of this building and the reconstruction of the Astronomical Observatory, which is unique in Eastern Europe. We have requested the transfer of the Athletic Manege and the Railway Palace to municipal ownership, where we have suggested it be a contemporary art center, but to no avail. When people ask us why these buildings are not being maintained, the answer is very simple: because they do not belong to the municipality", Ceban said.

Back in 2018, the Filip cabinet approved a project that provided for the transfer of the 5-hectare land of the former Republican Stadium to the US government for the construction of new embassy headquarters. The decision was reversed by the tacit PSRM-Șor parliamentary coalition. Subsequently, the repeal of the law authorizing the construction of the embassy was declared unconstitutional by the Constitutional Court.
