Marian Lupu: I will not dissolve Parliament

Moldova’s Acting President Marian Lupu, after the meeting of the AEI Council on Friday evening, said he will not dissolve the legislative body. The reaction comes after the Constitutional Court chairman Dumitru Pulbere said the legislature must be dissolved until September 28, when it is a year since the last dissolution of Parliament. Otherwise, all the laws adopted by the MPs after this date will be considered unconstitutional. “I’m not the most proficient jurist, but I consider that when a Constitutional Court judge pronounces on an issue and states his/her viewpoint, the legal norms and the status of judge are violated. Under the regulations, any expressed position must be the institution’s position,” said Marian Lupu, quoted by Info-Prim Neo. According to him, neither the Constitution nor the law on the organization of presidential elections contains provisions that obliged the President to dissolve the legislature by a certain date. “I act in strict compliance with the law, not in accordance with all kinds of political speculations,” said Lupu. He described Dumitru Pulbere’s statements as political in character. “The PCRM filed a complaint to the Court on the issue on which Mister Pulbere pronounced himself. I think an agreement with the PCRM is not excluded in this case as there a number of coincidences that make us believe so,” said the Acting President. The chairman of the Constitutional Court Dumitru Pulbere said earlier that Acting President Marian Lupu is obliged to dissolve Parliament until September 28, in accordance with the constitutional norms.
