Marian Lupu: Constitutional changes after referendum can be implemented by current Parliament
Acting President Marian Lupu considers the current legislature can implement the constitutional amendments that will be approved by the referendum that the Alliance for European Integration intends to organize, Info-Prim Neo reports.
In the referendum of 2010, the changes were to be instituted after the early parliamentary elections because the then Parliament used up the legal measures for electing the President. As the Constitutional Court invalidated this process, it is to be resumed from the very beginning, Marian Lupu said Thursday.
Marian Lupu made the statements after Communist MPs and constitutional experts said that if the referendum takes place and certain changes to the Constitution are approved by it, only the future legislative body will be able to implement these changes.
The Civic Coalition for Free and Fair Elections considers that the results of the referendum can have legal value only for a news composition of the legislative body.
The referendum is to be held by the end of April. Until now, only the Liberal Party of the three parties of the AEI made public its stance on the amendment of the Constitution. The Liberals propose that the head of state should be elected by 51 votes. If the MPs fail to elect the President, in the third round there should be elected the candidate who polled most of the votes.
