Marian Lupu confers with ECHR, Venice Commission and Council of Europe officials

The constructive cooperation between Moldova and the Council of Europe, the progress made by Moldova in implementing reforms, including in the area of decentralization and strengthening of local autonomy, and the prospects of resolving the constitutional crisis were the main subjects discussed in the meetings of Acting President Marian Lupu and high-ranking European officials held in Strasbourg on October 2-4. Marian Lupu had meetings with the President of the European Court of Human Rights Jean-Paul Costa, President of the Venice Commission Gianni Buquicchio, Secretary General of the Council of Europe Thorbjorn Jagland, President of the Parliamentary Assembly of the Council of Europe Mevlut Cavusoglu, and President of the Council of Europe Congress of Local and Regional Authorities Keith Whitmore. The press did not have access to the meetings. After meeting with officials of the ECHR, the Venice Commission and the Council of Europe, Marian Lupu held a press briefing on October 3. According to Info-Prim Neo’s correspondent in Strasbourg, the Acting President approved of the support provided by the Council of Europe to Moldova in promoting democratic reforms and expressed his gratitude to the Council of Europe Secretary General for his personal contribution in this sense. Marian Lupu refused to give more details about the discussed subjects. Asked why he did not deliver a speech in the PACE session, Marian Lupu said the visit was short and he did not manage to give a speech before the PACE members for logistic reasons. Before meeting with Marian Lupu, PACE President Mevlut Cavusoglu had a meeting with Communist lawmaker Grigore Petrenko, who forms part of Moldova’s delegation to the PACE. “As a representative of the opposition, I asked for such a meeting in order to familiarize the European officials with our political party’s position on the present situation in the country and the political crisis,” Grigore Petrenko stated for Info-Prim Neo. “I informed the PACE administration about the fact that the Communist parliamentary group put forward two initiatives – concerning the setting of the presidential election day and the creation of a special commission for organizing the election – but none of them was supported by the parliamentary majority and the political crisis thus persists. I also reiterated our readiness to have a constructive dialogue in this respect with every political party separately. We informed the PACE administration as in every session so that it is not informed unilaterally.” The PACE autumn session is taking place in Strasbourg during October 3-7. Moldova is represented by Liliana Palihovich, Igor Corman, Valeriu Ghiletski, Valeriu Munteanu, and Grigore Petrenko.
