The housing sector managers will decide, together with dwellers, how to distribute the costs for energy consumed in common use places. Such an amendment will be made to the methodology and regulations for the distribution of heating costs for apartments disconnected from the centralized heating system, IPN reports.

In a news conference, Minister of Energy Victor Parlicov said the problem arose together with the disconnections from the centralized heating system. It is important to maintain consumers in localities where there is a centralized heating system as the higher is the number of consumers who are disconnected, the larger are the costs incurred by the remaining consumers. The heat losses in pipes do not depend on the number of consumers at the end of the pipe. With similar losses, if consumption is higher, the share of losses decreases and the charge also decreases. The same refers to capital costs for maintaining this infrastructure.

The minister noted that 30% of all the apartments were disconnected in Balti and this is a lot. The pressure of the heat charge is borne by those who remained in the system. In 2011, it was decided that those who asked to be disconnected from the centralized heating system should pay for the heat consumed in common use places and an average percentage was set for dwellers. In 2022, the Constitutional Court held that this provision is unconstitutional as it is not right to impose an equivalent payment percentage on all dwellers and a fairer distribution methodology is needed.

This way, one of the essential made changes allows the housing sector manager to derogate from the formula for the distribution of heat in the apartment building. The housing sector manager was this way allowed to decide, together with dwellers, how to distribute the costs for heating common use places. If these cannot reach a consensus, the approved formula will be used. Other changes refer to the inclusion of attic-like apartments in the calculations. The formulas were adjusted for the first and last stories.

In this connection, the Ministry of Energy has launched consultations on the methodology and regulations for the distribution of heating costs for apartments disconnected from the centralized heating system. All those interested are invited to formulate proposals over the given document. Victor Parlicov said they aim to adopt the document by October so that it could be applied during the next heating season.
