Some MPs, as well as most mayors around Moldova are skeptical about the implementation of the local public administration (LPA) reform. The reform’s development platform envelops the local public administrations’ decentralization Strategy, which was adopted by the legislative in April, and published in June, reports Info-Prim Neo, quoting statements made on “Fabrika” show on the Publika TV channel. “The problem exists. There are some components of the Alliance who don’t want this reform. I’m afraid that this reform will not have been implemented by the end of this mandate”, stated Liberal-Democrat MP Tudor Deliu. Public administration expert Mihai Roscovan said that the territorial-administrative reform will not be achieved until 2015. However, this doesn’t mean that it shouldn’t undergo preparation. There are different options even within the ruling Alliance. “Premises for reforms just started emerging. A document has been made, through which we know what we have to do. We have a strategy that was adopted by the Parliament. It is clear what we have to do, step by step”, said Mihai Roscovan. “The 2003 local public administration anti-reform wiped away much of what had been done before. I don’t understand why the Mayors don’t trust this new strategy. This deception surfaces many things. Mayors have obligations, but by having obligations they don’t participate in making major decisions. One thing remains unclear: who is the main reform coordinator in this field?” said political analyst Igor Botan. Mayor of Hincesti Alexandru Botnari has asked, in the name of several Mayors, to be allowed to do what the Law stipulates. “They should give us the levers stipulated by the Laws that have already been adopted. Things will change. The situation has reached the limit for many people”, said Alexandru Botnari.
