The local public authorities’ spending per young person in 2019 was 20.84 lei on average, down from 23.9 lei per young person in 2018. Only ten territorial-administrative units spend more than the national average, IPN reports, quoting a press release of the National Youth Council of Moldova (CNTM), which presented a costs assessment report.

Study author Igor Ciurea said there are no management instruments based on results and this affects the quality of interventions in the youth sector. The youth plans remain most of the times a series of non-homogenous activities without clear result indicators and with a budget set intuitively.

The analysis was carried out by the CNTM in connection with the implementation of the project “Participation by young people in compilation and monitoring of local budgets” that centered on such key subjects as financing of the youth sector at national level in 2019, costs incurred in the youth sector by the LPAs of the second level in 2019 and impact of advocacy activities of youth organizations on the budget intended for the young people.

According to the National Bureau of Statistics, there were over 1 million young people in Moldova in 2019. This is almost 34% of the country’s population. Compared with the allocations for the youth and sport sectors for 2020, in 2021 these will be lower by 38.4 million lei.
