Little money yet many debates and accusations in CMC

A number of municipal councilors accused the head of the Capital Constructions Division Vasile Panfil of not cooperating with the specialized municipal commissions when discussing matters related to the allocation of municipal money for financing capital investment facilities in 2008. At the same time, the local council says that the budget is yet too small to cover councilors’ proposals, Info-Prim Neo reports. At Friday’s meeting of the Chisinau Municipal Council, the Christian-Humanistic councilor Oleg Onishchenko presented his own list of facilities that he considers should be included in the capital investment projects. He said that the head of the Capital Constructions Division has improperly worked out the program presented to the council so that a series of important facilities remained outside. In the same development, a number of councilors submitted proposals to modify and adjust the draft program, arguing that a number of institutions that are in a deplorable condition have not been included in the program. Vasile Panfil replied that this is practically impossible because 70% of the funds of the capital investment program will go to settle accounts payable for works carried out and not paid the previous years. Only 20-30% of the money earmarked for investment will be used to cover the expenses for this year. Evidently, the sum is too small to cover other expenses. Deputy mayor of Chisinau Mihai Furtuna said that there are no additional financial resources at the moment. That’s why CMC cannot accept other proposals for the program. He proposed returning to the given issues in the second half of the year, when the budget will be amended and there will be resources to implement councilors’ proposals. In the end, the municipal program on the distribution of budget resources for financing capital investment facilities for 2008 was approved. The capital works for drafting the General Urbanity Plan for certain facilities of the General Transport Division and the General Architecture Division have been included in the program. Among the objectives of the program are: to complete the gasification of Tohatin village; to build a sewerage system at the Tohatin school; to repair and put in commission the school in Bacioi village; to carry out construction works at the Colonita school and at the Braila kindergarten. Over 850,000 lei was allocated for purchasing granite for the fountains from the public garden “Stephan the Great”. Also, the building located on 15 Nicolae Iorga St will be renovated. Over half a million lei will go into the Privatization Fund of the municipality of Chisinau. Resources have been planned to cover the accounts payable accumulated during the previous years. CMC voted in favor of the proposal to allocate 300,000 lei to the Durlesti high school ”Hyperion” put up by the PCRM councilor Alexandru Roman. The councilors also accepted PSD councilor Emil Gutu’s proposal to earmark about 2 million lei for building the kindergarten-school in Stauceni village. A sum of 91,000 lei will go to repair the Chisinau church “Sf. Gheorghe”.
