Liberal Party explains why it put forward bill on status of Chisinau municipality

The bill concerning the status of Chisinau municipality, registered by the Liberal MPs, is designed to eliminate the deadlocks in the process of naming to posts the representatives of the local executive power, not at giving more powers to the mayor general. This is how the authors of the legislative initiative explained its necessity, IPN reports.

The Liberal Party’s chairman Mihai Ghimpu told a news conference that when the Liberals entered Parliament in 2009, they tried to solve the problems related to the administration of Chisinau municipality, but their bill wasn’t supported then. After the Liberals insisted on the necessity of making such changes, a working group was created to examine the issue and to draft a bill. But this group presented no conclusion and no legislative initiative.

Thus, the Liberals decided to propose a bill that was worked out several years ago. “This bill was adjusted to the law on the local public administration that was adopted in 2006 by the Communist government. It is not a bill that appeared now, as the Socialists and, newly, those from the PPEM assert,” stated the Liberals’ leader.

The European People’s Party of Moldova (PPEM) earlier asked to immediately withdraw the given bill on the status of Chisinau municipality from the Parliament’s agenda, arguing it is anti-constitutional and is aimed at instituting an autocratic system in the municipality.

The Chisinau councilors of the Party of Socialists stated that the goal of this bill is to limit the powers of the municipal councilors and to increase the powers of the mayor general.
