Liberal Party considers head of state should be elected by 51 votes

The Liberal Party will suggest to the group of experts for drafting the Constitution amendment proposal that the President should be elected by 51 votes of MP and that the Prime Minister should be designated by the head of state, at the proposal of the parliamentary majority, Liberal MP Victor Popa stated for Info-Prim Neo. “We propose simplifying the mechanism for electing the head of state so that he is elected by 51 votes and then by fewer votes in the next rounds of voting. We must make sure that the head of state is elected inevitably. The provisions allowing dissolving Parliament if the head of state cannot be elected should be removed from the Constitution,” said Victor Popa. If the head of state is not elected by 51 votes, a second round is held where the President is elected by a relative majority of votes. This means that the candidate who polled most of the votes is voted in. If only one candidate is running, the President is elected by a majority of votes of MP of those attending. Victor Popa said the Liberal Party’s proposal is based on the international experience. “In other states where the head of state is elected by the MPs, the legislative body is not dissolved. They have mechanisms whereby the head of state is elected inevitably,” he stated. The Liberals are for holding the constitutional referendum on April 29, after the Easter holidays. The group of experts for drafting the Constitution amendment proposal will have a meeting at the end of this week or the start of next week. The proposal that will be worked out is to be examined and approved by the Constitutional Court and then by Parliament.
