Legal commission in favor of naming CNA vice directors by contest

The legal commission for appointments and immunities approved a bill that provides for the election of the vice directors of the National Anticorruption Center (CNA) by open contest, as the institution’s director, Info-Prim Neo reports. “The CNA should be free and independent and should guard the law. As regards the professionalism, it can be determined best by contest,” said the Liberal-Democrat Tudor Deliu, one of the authors of the initiative. Under the legislation, the CAN director, employees and heads of the local subdivisions are selected on a contest basis, while the vice directors are named by Parliament, at the suggestion of the CNA director. The bill authors said the meeting of the transparency conditions when selecting and naming the vice directors of the CNA will contribute to increasing confidence in the institution, will eliminate possible speculations about the political affiliation of the selected persons and will help avoid possible pressure. Democratic MP Adrian Candu, who is a member of the commission, said a manager elected by contest must create his own team. “If we hold only contests, this team may not be united,” he stated. He proposed discussing this bill within the AEI Council. Unaffiliated lawmaker Sergiu Sirbu also said the proposed changes limit the CAN director’s possibilities of creating his team. Liberal MP Valeriu Munteanu announced that the Liberal lawmakers will take part neither in the discussions on this bill nor in the voting. In the end, the bill was approved by the votes of seven Liberal-Democratic and Communist lawmakers.
