The parliamentary group of the Action and Solidarity Party (PAS) of the ACUM Bloc, together with other MPs, managed to find a solution in a very difficult political context and to free the country from the control of one individual, Vlad Plahotniuc, who fled Moldova. Also, together with the colleagues from the Party “Dignity and Truth Platform”, they proposed a number of initiatives concerning the justice sector reform that were accepted by the colleagues from the Party of Socialists with less zeal. As a result, the Government led by Maia Sandu was removed. The group’s chairman Igor Grosu said the citizens are those who assess and will yet asses their parliamentary or executive activity.
Asked by IPN to speak about the results at the end of the parliamentary session, Igor Grosu said things in the country were returned to normality in 2019, including by the contribution made by the PAS group after the events of this June. The adoption of the Declaration on State Capture is one of the achievements. The proportional representation system was restored given that the mixed electoral system was adopted for one party.
The MP noted that those from the PAS and also those from the PPPDA can be proud of the gender quota in their lists of candidates. Now the number of women in elective posts, such as mayors and councilors, is unprecedentedly high. Also, together with the Government led by Maia Sandu, the budget was rectified after the former minister of finance, current Prime Minister Ion Chicu left a gap in the budget as an inheritance. They managed to unblock the foreign assistance. Even if this was the executive’s duty more, Parliament also made a contribution through its dialogue with the development partners.
“I want to note our performance and the performance of other parties at the local elections that for the first time were held in a calm atmosphere, without the exertion of pressure on candidates or mayors,” stated the leader of the PAS group. He added that his group and the group of the PPPDA insisted on all the initiatives concerning the justice sector reform, but these weren’t received so enthusiastically by the Socialists. “As a result, the PDM and the PSRM plotted and removed the Sandu Government. We thus didn’t manage to adopt the 2020 solidarity budget law. That social budget envisioned good things for the people, especially those with modest incomes,” stated Igor Grosu.
From the justice sector reform package, the MP noted the foreign assessment of judges and prosecutors, strengthening of the capacities of the Anticorruption Prosecutor’s Office that in the current governmental conjuncture will be moved to the second or third place.
The MP expressed his regret at the fact that the ratification of the Istanbul Convention failed even if all the necessary approaches were made. Initially, the Chicu Government undertook to fulfill this commitment by this yearend, but in three days changed its mind.
In the next parliamentary session, the PAS group will promote initiatives that refer to security, education and economy. These initiatives would enjoy support in Parliament as he does not believe that the colleagues from other parties could vote against bills related to the European integration agenda, the justice sector reform, etc.
At the parliamentary elections of February 24, 2019, the ACUM electoral bloc won 26 seats of MP, 12 of which in single member constituencies No. 14, 21, 22, 25, 26, 27, 30, 32, 33, 37, 50 and 51. The MPs of ACUM formed two parliamentary group of the ACUM Bloc - the Platform DA group and the PAS group. The last has 13 members.
