Lawyer advises MPs
The Moldovan lawyer Mihai Corj held a news conference on June 9, advising the parliamentarians what they need to do before the president dissolves the legislature, Info-Prim Neo reports.
Showing concern for the situation of the banking sector, Mihai Corj recommends the governor of the National Bank to come and deliver a report to the parliament about the state of this sector and about the measures the National Bank plans to undertake. Corj believes the central bank must supply liquidities to the banks, to avoid cases like the one of the commercial bank Investprivatbank. The lawyer says there are rumors that deponents would start to fear about the fate of their deposits. In May, Investprivatbank coped with problems in returning deposits to its clients.
Mihai Corj asks the Parliament to modify the Election Code, so that applying the stamp certifying the voter has voted should be regulated by the code, not by a decision of the Central Election Commission. Before the April 5 elections, Corj notified the European Court of Human Rights on the issue, after he passed through all the national court hierarchy, suing the Central Election Commission.
In order to save money in times of crisis, lawyer Mihai Corj asks the Legislature to set a moratorium on article 28 of the political parties law, stipulating their being financed by the state. He believes over 7 million lei will be saved this way, the amount the state is bound to give to parties for the first half of 2009.
The last recommendation is about the institution of the independent candidate. Corj wants this institution to be erased because of the threshold of 3 percent which a candidate is to surmount to get a seat. The lawyer wants the threshold to be lowered to 1%.
